Mozambique: Those who violated prisoners’ human rights must be held accountable

The Mozambican health authorities on Friday reported a further three deaths from the Covid-19 respiratory disease, and 347 new cases.
According to a Ministry of Health press release, the latest victims were three Mozambican men aged 56, 57 and 61. All died in Maputo city. This brings the total number of Covid-19 deaths in Mozambique to 740.
Since the start of the pandemic, 462,195 people have been tested for the coronavirus that causes Covid-19, 2,615 of them in the previous 24 hours. Of the samples tested, 802 were from Maputo city, 309 from Nampula, 255 from Niassa, 251 from Maputo province, 242 from Inhambane, 185 from Cabo Delgado, 170 from Sofala, 135 from Tete, 104 from Zambezia, 98 from Manica, and 64 from Gaza.
2,268 of the tests gave negative results, and 347 people tested positive for the coronavirus. This brings the total number of Covd-19 cases diagnosed in Mozambique to 65,799.
The Friday positivity rate (the proportion of people tested who are found to be carrying the virus) was 13.3 per cent, considerably lower than figures for earlier in the week (17.5 per cent on Thursday, 15.1 per cent on Wednesday, 15.8 per cent on Tuesday, and 14.9 per cent on Monday).
Of the new cases reported on Friday, 340 are Mozambicans, six are known to be foreigners (but the Ministry did not announce their nationalities), and in one case nationality has not yet been established. 188 are men or boys, and 159 are women or girls. 31 are children under the age of 15, and 20 are more than 65 years old. In nine cases, no age information was provided.
The majority of the new cases were from the far south – 123 in Maputo city and 55 in Maputo province. Thus Maputo city and province accounted for 51.3 per cent of the new cases. There were also 44 cases from Nampula, 32 from Niassa, 26 from Zambezia, 21 from Sofala, 19 from Tete, 14 from Inhambane, six from Gaza, four from Manica, and three from Cabo Delgado.
In the same 24 hour period, 18 Covid-19 patients were discharged from hospital (14 from Maputo, two from Zambezia and two from Tete), and ten new patients were admitted (seven in Maputo, two in Tete and one in Zambezia).
As of Friday, 146 people were under medical care in the Covid-19 wards (down from 155 on Thursday). 91 (62.3 per cent) were in Maputo, 15 in Matola, 13 in Sofala, 11 in Zambezia, 10 in Nampula, four in Inhambane, one in Tete and one in Gaza. The Covid-19 isolation units in Cabo Delgado, Niassa and Manica remained empty.
Only 28 recoveries from Covid-19 were reported on Friday, all of them in Zambezia. This brings the total number of recoveries to 52,391 (which is 79.6 per cent of all those diagnosed with Covid-19 in Mozambique).
The number of active Covid-19 cases has risen to 12,644 (up from 12,348 on Thursday), The geographical distribution of these cases is as follows: Maputo city, 8,859 (70.1 per cent of the total); Maputo province, 1,875; Sofala, 505; Zambezia, 357; Nampula, 294; Niassa, 261; Inhambane, 224; Tete, 117; Cabo Delgado, 62; Gaza, 59; and Manica, 51;
