Mozambique: The IMF proposes improvements in public investment

Mozambique’s Water and Sanitations Regulatory Authority (AURA) has announced a reduction in water prices taking effect as from 2 June.
An AURA release states that the average price of household water consumption of up to five cubic metres a month will fall by 26 per cent.
Since water distribution is decentralised, the new prices vary from place to place. AURA says that in Maputo and Matola, the price for up to five cubic metres will fall from 222.88 meticais (about 3.5 US dollars at the current exchange rate) to 143 meticais, a reduction of 36 per cent.
In Beira, the price falls by 32 per cent from 197.12 to 134 meticais. In Pebane, in the central province of Zambezia, the falls is 56 per cent, from 265.34 to 116 meticais.
AURA announces even sharper reductions for water consumer in “public social facilities” such as schools, health units, prisons and police stations. The average invoice for up to 15 cubic metres of water for these institutions in Maputo falls by 38 per cent, from 1,215.86 to 750.9 meticais.
In the northern city of Lichinga, the reduction is 54 per cent, with the price falling from 1.329.74 to 614.7 meticais,
In explaining the reductions, AURA says water tariffs must not only cover the operational and capital costs, “but must also guarantee the accessibility of drinking water to the most vulnerable population groups. This approach ensures the economic sustainability of the system, and advances towards universal access, promoting social equity”.
