In 2024, Mozambique received more than 400 non-compliance reports relating to the inspection of products to be exported to Mozambique carried out in the countries of origin to assess the required quality standards.
These are the first signals issued within the scope of the implementation of the Conformity Assessment Program (CAP), whose verification in the countries of origin is the responsibility of Intertek, a global company specialized in these services.
According to Guilhermina Nhampulo, director of the Testing and Inspection Division at the National Institute of Standardization and Quality (INNOQ), the notifications cover several groups of products, with emphasis on food, electrical and electronic devices, automotive articles and construction materials.
In this context, the interviewee gave as an example the evaluation of at least 547 used vehicles, of which more than 16% were rejected for not meeting the minimum quality standards.
He explained that at this stage of PAC implementation, South Africa, Japan and China are the countries that require the most attention, due to the high volume of exports to Mozambique of products that are on the mandatory control list.
INNOQ reiterated the call for economic agents and individuals interested in importing products to observe this procedure in the countries of origin, thus ensuring that only goods that comply with national quality standards enter the Mozambican market. However, despite the advances, a considerable number of uncertified products are still imported. According to the source, this situation may be associated with uncertainty regarding compliance.
However, INNOQ still does not apply fines or seizures, justifying this with the need to continue to publicize the rules, for their consolidation with businesspeople. To overcome these difficulties, the institution in fact relies on the active involvement of the private sector and other interested parties, who themselves carry out harmonization and socialization actions.
