A proof-of-life test of the Mozambican civil service between 2015 and 2017 has detected around 30,000 ‘ghost’ employees costing the equivalent of €220 million, the government announced.
The Minister of State Administration and the Civil Service, Carmelita Namashulua, quoted on Monday by Mozambican state news agency AIM, said she believed that they were “ghost officials” who fuelled webs of corruption.
The proof-of-life tests was expected to reach a total of about 348,000 workers, “however, with the conclusion of the process, this number was updated,” in December last year, she added.
According to Namashulua, in the first half of 2018, 762 disciplinary proceedings were filed against civil servants and agents for various irregularities.
The government has outlined measures to contain public spending in the state budget for 2019, three of which are intended to contain the payroll – which continues to absorb 55% of tax revenue, which is above the Southern African average, Economy and Finance Minister Adriano Maleiane said in October.
Excluding the health, education and agriculture sectors, only one new employee will be taken on for every three vacancies and priority will be given to the mobility of staff within the civil service.
