The Mozambican government has announced that it will resume promotions and career changes within the public administration after they were suspended in 2022 due to result of shortage of funds to cover the necessary expenditure.
According to Biza Novela, spokesperson for the Coordinating Council of the Ministry of State Administration, the government has now allocated a budget to enable for what are delicately referred to as “administrative acts” – but he admitted that the money is not enough to cover all employees eligible for promotion or movement along the career ladder.
“There is already a budget forecast for this expenditure, which meets one of the major concerns of public servants. However, it will not be possible to cover everyone this year, which is why prioritization criteria are being studied”, she said.
Novela explained that among the groups that may be prioritized are employees whose cases had already been reviewed by the Administrative Tribunal before the suspension.
“It also includes those who, at the time, had already submitted their applications and were awaiting approval. Even for prioritized cases, an analysis will be carried out to assess whether the budget covers everyone. If not, some will have to wait until next year”, she said.
