Mozambique: Government will turn ENDE 2025-2044 into law

The Mozambican president called this Tuesday for a “swift and dignified” humanitarian response for victims of armed violence in Cabo Delgado, northern Mozambique, a province that has seen new attacks and tens of thousands of displaced people.
Daniel Chapo was speaking in Maputo after swearing into renewed terms of office Luísa Meque and Gabriel Monteiro, president and vice-president of the National Institute for Disaster Risk Management and Reduction (INGD.
“Your mandate is to ensure a dignified, swift, and transparent humanitarian response. Every family, every displaced child deserves our attention and our support. We cannot accept the inefficiencies that have sometimes tainted the delivery of humanitarian aid in our country. Chapo said.
The president asked the INGD to go “beyond mere emergency assistance” and prepare resettlement plans that “restore dignity, hope, and the future” to communities affected by the armed conflict.
Since the end of July, there has been an increase in attacks by extremist groups operating in the region, which have already displaced more than 57,000 people in Cabo Delgado province.
According to the most recent report by the International Organization for Migration, with data from July 20 to August 3, “the escalation of attacks and the growing fear of violence” by non-state armed groups in the districts of Muidumbe, Ancuabe and Chiúre, have led to the displacement of approximately 57,034 people – a total of 13,343 families.
At the end of July, the Mozambican defence minister acknowledged concern about the wave of new attacks in Cabo Delgado, adding that defence forces were on the ground pursuing armed rebels.
Yesterday in Maputo, in addition to requesting swift support for the displaced in Cabo Delgado, the Mozambican head of state also asked the INGD to respond promptly to climate events.
“This requires continued investment in protective infrastructure, functioning early warning systems, as well as territorial planning that takes into account the climate risks resulting from climate change,” Chapo said.
Daniel Chapo further called for “zero tolerance for misappropriation of funds” and “bureaucracy” that paralyzes the response the entity must provide to the country “quickly, quickly, and always urgently”, as well as demonstrating effectiveness in mobilization.
