PRESS RELEASE OF

THE INTERNATIONAL MEDIATORS / FACILITATORS

The beginning of the fourth round of the negotiation process was marked by the tragic assassination of the member of Renamo’s President Delegation, Mister Jeremias Pondeca Munguambe. It was very important that this terrible event was condemned by all of society’s components as well as by the State Institutions, as demonstrated by the presence of His Excellency the President of the Republic in the official funeral ceremonies organised by the State Council.

Equally important was the fact that both Delegations reiterating the will to continue the dialogue for peace, which is the best response to this violent act.

The International Mediators/Facilitators proposed a new methodology of work, which is to favour bilateral meetings in order to deepen the different positions and thereby facilitate the identification of common ground. A second proposal of the International Mediators / Facilitators was to make the liaison between the solution of the political issues and the truce. These two proposals were accepted by the two Delegations.

Consequently, the outcome of these bilateral meetings was translated into a proposal made by the International Mediators / Facilitators who, implementing what was signed on August 17, 2016, propose the delivery of a package of principles concerning the decentralisation process to be submitted to the Assembly of the Republic as well as a road map to address the other points of the agenda.

The two delegations pledged to submit a formal response to the proposal of the International Mediators / Facilitators in the beginning of the next round of negotiations, scheduled for 10 November.

MEDIADORES / FACILITADORES INTERNACIONAIS

O início da quarta ronda do processo de negociação foi marcado pelo trágico assassinato do membro da Delegação do Presidente da Renamo, Senhor Jeremias Pondeca Munguambe. Foi muito importante que este acontecimento funesto tenha sido condenado por todas as componentes da sociedade assim como das Instituições do Estado, como foi evidenciado pela presença de Sua Excelência o Senhor Presidente da República nas cerimónias fúnebres oficiais organizadas pelo Conselho de Estado.

Igualmente importante, foi o facto de ambas as Delegações reiterarem a vontade de continuar o diálogo pela paz, o que representa a melhor resposta a este acto violento.

Os Mediadores / Facilitadores Internacionais, propuseram uma nova metodologia de trabalho, que consiste em privilegiar encontros bilaterais a fim de aprofundar as diferentes posições e facilitar desta forma a identificação de uma base comum. Uma segunda proposta dos Mediadores/Facilitadores Internacionais foi de fazer a ligação entre a solução dos assuntos políticos e a trégua. Essas duas propostas foram aceites pelas duas Delegações.

Em consequência, o resultado desses encontros bilaterais foi traduzido numa proposta feita pelos Mediadores /Facilitadores Internacionais que, implementando o que foi assinado no dia 17 de Agosto de 2016, propõem a entrega de um pacote de princípios relativos ao processo de descentralização a ser enviado à Assembleia de Republica assim como um road map para enfrentar os outros pontos da agenda.

As duas Delegações comprometeram-se a apresentar uma resposta formal a esta proposta dos Mediadores/Facilitadores Internacionais, no início da próxima ronda de negociações, prevista para o próximo dia 10 de Novembro.
