Mozambique: RD denies that Singano has been murdered - AIM report

The day that South African prosecutor Elivera Dreyer said that Manuel Chang could not be extradited to Mozambique because there was no Mozambican arrest warrant for Chang, the Supreme Court suddenly issued a warrant for his arrest. As he is only a named suspect and not formally charged, he would be held in preventive detention. Chang is also a member of parliament and has immunity, and the court on Thursday 24 January sent a request to parliament to allow his preventive detention. On Monday the parliamentary constitutional affairs committee, headed by Edson Macuacua, ruled that the conditions were satisfied for parliament to agree Chang’s detention. The permanent commission of parliament will discuss the request today, Tuesday 29 January. (AIM 25 Jan; O Pais online, Lusa 28 Jan)
The Supreme Court asks that Chang be detained in Mozambique without bail because of the danger that he might flee the country or interfere with the investigation. The Supreme Court letter says that Chang is a suspect in the secret debt case sent to the Attorney-General’s Office in 2015. Chang is accused of abuse of his office, money-laundering, corruption, embezzlement, fraud, and violation of the budget law (signing the loan guarantees).
