Mozambique: Kidnapping is complex crime that needs special unit - government

Searching for increased investment in Mozambique and ensuring international cooperation partners that the country is safe to invest in are among the main objectives of President Nyusi’s three-day working visit to France, starting Sunday, ‘Noticias’ reports.
President Nyusi is in Paris for two reasons: for a bilateral visit and to participate in the African Economies Financing Summit, scheduled for Tuesday.
Promoted by France’s President Emmanuel Macron, the summit will bring together, in person and virtually, more than 15 African and European leaders, as well as the chiefs of international financial organizations and institutions, and will present concrete proposals to address the difficulties of African countries burdened with stifling debts.
Although the participation of the Mozambican head of state at the summit is important, the country is looking more pressingly at the results of the meetings that Nyusi will have today (Monday. 17-05) and tomorrow with President Macron and with the leaders of important French companies, Total chairman and CEO Patrick Jean Pouyanné in particular.
At around US$20 billion, Total’s investment in the Rovuma Basin gas is the largest and most important private investment ever in Mozambique, and promises to contribute greatly to the country’s development.
However, the French oil giant has suspended its operations in Afungi, Cabo Delgado, on the basis of security concerns following the March terrorist attack on the nearby town of Palma.
In fact, security is likely to dominate the talks.
The Mozambican president will seek to transmit to the government and other French economic partners his executive’s commitment to re-establishing security in the country, and in Cabo Delgado in particular, for the good of both local communities and investors in the province.
The Mozambican authorities will also be seeking to mobilize political and humanitarian support for the integrated socio-economic development of the northern region of the country, within the framework of a holistic approach to combating terrorism.
In this respect, Paris proposes an agreement on maritime security on the Mozambique Channel, which could involve France more deeply in the fight against terrorism in the north of the country.
At the meeting with his French counterpart, the Mozambican president will also seek Paris’s support for Mozambique’s candidacy as a non-permanent member of the UN Security Council for the 2023/2024 biennium. The elections will take place in 2022.
The President of the Republic is accompanied on his visit by the ministers of Foreign Affairs and Cooperation, Verónica Macamo Dlhovu; of Economy and Finance, Adriano Maleiane; of Mineral Resources and Energy, Ernesto Max Tonela; by the Ambassador of Mozambique to the French Republic, Alberto Maverengue Augusto; and by members of staff of the Presidency of the Republic, the Bank of Mozambique and other state institutions.
