Mozambican President Filipe Nyusi inaugurated in Maputo on Friday new government buildings and challenged both Mineral Resources and Energy and Justice ministries to improve the quality of services rendered to all citizens.
The twin buildings, with 17 floors each, cost about 60 million US dollars and construction took eight years.
Speaking during the ceremony in Maputo, Nyusi demanded operational efficiency with a view to improving response to the concerns of citizens, public and private institutions.
According to the president, the new buildings come in response to the reforms under way in the public administration seeking to solve the chronic problem of physical dispersion of organic units and reducing time and costs of administrative procedures.
“With an effective and efficient public service, geared to solve people’s and business problems we will improve competitiveness of our activities and remove bureaucratic barriers arising from lack of coordination of a number of services scattered in various parts of our city,” said the president.
Nyusi argues that the best way to repay and compensate the investment made on state property is by providing better quality services and doing our best to maintain the buildings.
“I will explain here, this country or State is facing a deficit of infrastructures. Indeed, there are two ministries of sovereignty, which have no infrastructures; I am talking about both Defence and Interior ministries. This is very rare in other parts of the world, so we don’t want to come back here to repair things that were damaged because of the irresponsibility of some people”, he explained.
With the inauguration of the new buildings, the President demanded the old ones be returned to the government.
“Give me back those buildings where you used to work before […]. Hand them over to the State because there are still a number of sectors with no place to work,” he said.
Addressing particularly the Justice Ministry, he asked to design a plan for construction of new prison buildings and rehabilitation of existing ones, in line with the presidential initiative “One district, One court”.
“We are building more district courts. Thus, the number of trials is going to be huge. After a trial, where are all the convicts going to stay? So we need to look at that […], inmates are also humans, they eat and sleep, they also need to have minimum conditions to stay healthy,” explained the president.
As for the Ministry of Mineral Resources and Energy President Nyusi asked to promote the use of cooking and vehicular natural gas in the context of environmental sustainability and local content.
Concerning the geology sector, Nyusi demands more investment in knowledge as seen in other neighbouring countries such as Zimbabwe.
“We are doing very little for geology and mining, we are much more excited and focused on hydrocarbons”, he said.
As a result, Nyusi says a number of things are still done by chance, which leaves a lot to be desired.
