Mozambican President Filipe Nyusi on Friday appointed Joaquim Rivas Mangrasse as the new Chief of the General Staff of the Mozambican Armed Forces (FADM)
He also promoted Mangrasse, who used to be a naval commander, from the rank of rear admiral to that of full admiral.
Mangrasse was formerly commander of the Presidential Guard [ Chefe da Casa Militar], a position that is now filled by Tiago Nampele, whom Nyusi promoted to the rank of Major-General.
The post of Chief of Staff of the FADM had been vacant since the unexpected death from illness of Eugenio Mussa in early February.
The appointment of Mangrasse as chief of staff, was the last of a series of appointments made by Nyusi, including those of Cristovao Chume as Commander of the Army, and Candido Tirano as Commander of the Air Force, and followed a meeting on Friday of the National Defence and Security Council (CNDS), a body that advises the President on defence and security matters.
A release from Nyusi’s office said that the CNDS had discussed the situation of public order and security, particularly in the Northern and Central Operational Theatres. The Northern Operational Theatre is Cabo Delgado province where the defence and security forces are fighting islamist terrorists.
The CNDS, said the release, congratulated the Mozambican forces for recent victories in Cabo Delgado, describing them as “the fruit of the intensification of operations and the selfless commitment to the defence of the supreme interests of the Mozambican people”.
It urged the forces in Cabo Delgado to make further efforts to protect the population, and to restore the order, security and tranquillity necessary for the promotion of development.
As for the Central Operational Theatre, the CNDS urged the remaining members of the dissident Renamo Military Junta to follow the example of those who have defected and join the current demobilisation “taking advantage of the opening and the spirit of peace that the President has been promoting”.
