Mozambique: President Chapo heads to Japan for TICAD summit, bilateral talks

The National Public Works Administration (ANOP, IP) was officially launched on Thursday, July 17, in Maputo. The new public entity that will spearhead the planning, construction, rehabilitation and maintenance of social infrastructure throughout the country.
The ceremony was presided over by the Minister of Public Works, Housing, and Water Resources, Fernando Rafael, who marked the moment as the beginning of “a new phase in how Mozambique builds its future”.
Created as part of ongoing structural reforms, ANOP represents a turning point in the modernization of the public works sector, bringing a technical, inclusive, and resilient vision to investments in public buildings, especially in the areas of health, education, justice, culture, and social protection. “More than constructing buildings, we want to create dignity. More than completing projects, we want to improve lives. This is ANOP’s mission and our commitment to every Mozambican,” Minister Rafael said.

The new institution’s main responsibilities include the preparation and validation of technical engineering and architectural projects, the definition of technical norms and standards, the inspection and supervision of public works, and the promotion of sustainable construction solutions adapted to climate change.
Minister Fernando Rafael emphasized that ANOP is not intended to replace existing structures, but rather to strengthen the state’s capacity, promoting more effective coordination with beneficiary sectors and ensuring efficient use of public resources, territorial equity, and standardization of infrastructure quality.

Also present at the ceremony, Mozambique’s Minister of Education and Culture, Samaria Tovela, welcomed the initiative and highlighted the benefits the new entity will bring to her sector: “With the creation of ANOP, we will be able to focus on our primary mission: educating and training citizens. We will have a new approach to ensuring adequate infrastructure, even with scarce resources,” she said.
Minister Tovela also called for inter-institutional cooperation and the mobilization of all to view the construction of social infrastructure as a mission of humanity and an investment in future generations.
The National Public Works Administration (ANOP, IP) is the result of the country’s ongoing structural reforms, aimed at modernizing public administration and improving the quality of public services. Its creation was determined by Presidential Decree No. 12/2025 of February 6, which redefined the nature and responsibilities of the Ministry of Public Works, Housing, and Water Resources, granting it new responsibilities in the construction and management of social infrastructure.
The structure and operations of ANOP, IP were subsequently regulated by Decree No. 15/2025 of June 18, which marks the beginning of its full operationalization. ANOP, IP is composed of three main bodies: the Board of Directors, the Supervisory Board, and the Management Board.
