Mozambique: Civil society questions using the Sovereign Fund to finance State Budget

Vila de Monapo Municipal Council, in Nampula province, plans to build a dam to improve its water supply in response to burgeoning population growth.
According to the 2017 population census, Monapo had a population of 96,250, only 25% of whom had access to safe drinking water.
Studies carried out in previous years revealed that the best way to satisfy demand was to use surface water, since groundwater in the region contains high levels of limestone and other minerals harmful to human health.
The city council is considering building a dam on the Ampawane river to supply its neighbourhoods.
