Mozambique: National Roaming Regulation, changes to the FSAU approved

The speaker of Mozambique’s parliament, Verónica Macamo, said on Friday that the country now has the mission of keeping the peace in order to concentrate on economic development and welfare.
Macamo highlighted the national commitment to political and social stability in an address to close the final extraordinary session of the eight parliament.
“We all have to undertake the commitment of maintaining and consolidating peace, so that the country continues towards economic and social development, with the aim of general well-being,” said Macamo.
The speaker welcomed the adoption on Wednesday of the law on the Peace and National Reconciliation Agreement, as fundamental for the country’s political and military stability.
“With the approval of the law on the Maputo Peace and National Reconciliation Agreement, we reiterate our commitment to peace, national unity and the reinforcement of our young democracy,” Macamo stressed.
The extraordinary session that marked the end of this eighth parliament, which began in 2015, was convened with the approval of the agreement as its main point.
The pact had been signed by the president of Mozambique, Filipe Nyusi, and the leader of Renamo, the main opposition party, Ossufo Momade, on 6 August in Maputo, in order to formally end months of military clashes between the country’s armed forces and the military wing of Renamo, following its challenge to the results of the 2014 general elections.
The deal foresees the Disarmament, Demobilisation and Reintegration (DDR) of Renamo fighters and an amnesty for people who have committed crimes in the context of the armed clashes between government forces and Renamo.
The agreement is the third between the Frelimo government and Renamo. The first was signed in Rome in 1992, to end a 16-year civil war, and the second in September 2014, after clashes between Renamo’s armed wing and government forces, following the opposition’s refusal to recognise the election results.
