Mozambique: MIREME to hold 10th Coordinating Council with mineral and energy sector reforms in the spotlight

The Ministry of Mineral Resources and Energy (MIREME) will hold its 10th Coordinating Council on Monday and Tuesday, September 22–23, 2025, in Macaneta, Marracuene District, under the theme: “Promoting Local Access and Use of Mineral and Energy Resources, Towards the Integrated Development of Mozambique.”

This annual meeting serves as a platform for strategic reflection and planning within the sector. Key items on the agenda include:

Evaluation of the implementation status of recommendations from the previous Coordinating Council;

Review of the First Semester Performance of the 2025 Economic, Social and State Budget Plan (PESOE – 2025); and

Discussion of the PESOE – 2026 proposal.

In the legislative domain, the Council will analyse several key proposals currently under provincial consultation, including:

Revision of the Mining Law;

Revision of the Petroleum Law;

Introduction of a new Local Content Law;

Regulation of Electricity Concessions; and

Proposal of the Universal Access Fee.

The event will be chaired by the Minister of Mineral Resources and Energy, Estevão Pale, and will bring together members of the MIREME Advisory Board, Provincial Infrastructure Services directors, executives from subordinate and supervised entities, as well as other stakeholders and invited guests.
