Post-election conflict affects delivery of Malawi-Mozambique electrical interconnection works

The Government of Mozambique, through the Ministry of Mineral Resources and Energy (MIREME), officially launched this Monday (14) a series of provincial public consultation seminars, as part of the review of the legal framework for mining, energy, and hydrocarbons.
The opening ceremony took place in the city of Inhambane, presided over by Minister Estêvão Pale, marking the start of a process that will take place in all provincial capitals, with the aim of ensuring broad and representative participation of Mozambican society.
“This is a time for active listening. The government wants to hear the voices of the provinces—of local communities, businesses, civil society organizations, traditional leaders, youth, and women,” stated the minister.
The review process began on March 29, 2025, with internal technical work within the sector involving active and retired MIREME technicians. This was followed by harmonization and validation of the preliminary drafts by the ministry’s internal bodies (Technical Council and Advisory Council), which concluded on May 28, 2025. On June 6, 2025, the Interinstitutional Consultation and Public Disclosure was launched, with the official submission of documents to all ministries, public and private entities, provincial governments, civil society, and economic operators.
The public consultation in the provinces includes in-person seminars in all provincial capitals, culminating in a major seminar to be held in Maputo. The process covers the following legal instruments:
These reforms aim to ensure a modern, fair, and nationally-tailored legal framework, with a direct impact on improving resource governance, the business environment, and community benefits.
“This is an exercise in citizenship, transparency, and inclusion. It is in the provinces that resources are exploited and where the impacts are felt. Therefore, your participation is essential,” emphasized Estêvão Pale.
MIREME calls on society to actively participate in this decisive process for the future of the mining, energy, and hydrocarbon sectors in Mozambique.
After the provincial debates and the national seminar, the proposals will be submitted to the Government, which will then forward them to the Assembly of the Republic for approval. The provincial seminars begin at 8:00 a.m. according to the following schedule:
