Mozambique: Power cuts in Niassa, Zambézia after 'major breakdown' on Gúruè-Cuamba line

The Ministry of Mineral Resources and Energy (MIREME) announces the beginning of the socialization phase of the legal framework for the mining, oil and energy sectors, the reform of which aims to make it modern, efficient, transparent and inclusive, enhancing the sector as a driver of the country’s economic and social development.
The following legal instruments are available for public contribution until July 15, 2025:
• Draft Mining Law (revision of Law No. 20/2014, of August 18);
• Draft Petroleum Law (revision of Law No. 21/2014, of August 18);
• Draft Local Content Law;
• Proposal for Regulation on Concessions and Universal Access Fees (TAU), within the scope of the Electricity Law (Law No. 12/2022, of July 11).
This legal reform, which includes the drafting of the Local Content Law in the oil sector, began on March 29, 2025 with an internal process led by senior staff from the sector, both active and retired. Analysis and validation by the Technical Council followed, culminating in its approval by the MIREME Advisory Council.
The current phase will be marked by a process of public consultation and inter-institutional harmonization. To this end, the preliminary drafts have already been sent to all ministries for assessment and issuance of opinions and will also be shared by several professional associations linked to the respective sectors. The documents are also available at the Provincial Infrastructure Services in all provinces.
At the same time, a participatory process will be promoted, which will include seminars, round tables and debate sessions, involving local communities, local, district and provincial administrations, local businesses, rights holders, concessionaires, representatives of civil society, academic institutions and other interest groups.
According to the Minister of Mineral Resources and Energy, Estévão Pale, “This reform is a decisive step towards making our extractive sector more inclusive, transparent, more efficient and more oriented towards the well-being of Mozambicans, especially local communities. We want to listen to all voices directly or indirectly affected and welcome the maximum number of contributions so that the legislation under review can effectively defend the country’s interests. This is an exercise in participatory sovereignty, so that everyone feels that their interests are safeguarded”.
The review of the sector’s legal framework and the drafting of the Local Content Law in the oil sector respond to the strategic guidance of the President of the Republic, Daniel Chapo, given when he took office. On this occasion, the Head of State called for the need to review and modernise the legal framework of strategic sectors, in order to ensure more effective and inclusive management of natural resources, with direct benefits for all Mozambicans.

The contributions collected at this stage will be analysed and integrated into the final proposals that will subsequently be submitted to the Council of Ministers and the Assembly of the Republic.
MIREME invites all citizens, civil society organisations and interested institutions to actively participate in this process, which aims to ensure that the extractive sector is a true driver of Mozambique’s economic and social development.
