The government delegation negotiating the meeting between President Nyusi and Renamo leader Afonso Dhlakama missed the Joint Commission meeting last Friday afternoon, 25 November.
According to Canalmoz, only the international mediators and the Renamo delegation turned up for the 2:30 pm start. The government delegation then called the mediators to say that they would be late, and at around 4:00 pm called again to say that they would no longer attend the meeting but would be present on Monday.
Canalmoz reports that the government delegation then again said that it would not be able to attend a Joint Commission session on Monday, and Canalmoz sources would have indicated that it is assumed that, at best, the Joint Committee will meet again on Wednesday.
Speaking exclusively to Canalmoz, international team mediator Mario Raffaelli said that he did not know when the Joint Commission meeting would be held.
“We do not know when we will have a Joint Commission meeting, because the government has asked for time to reflect. But we will continue to work at the mediation level, because President Masire will arrive in Maputo tomorrow [Tuesday],” said Raffaelli.
A Renamo official said that the government’s attitude was a manoeuvre to prevent the completion of the document on the principles of government decentralisation agreed on August 17 and to be submitted to the Assembly of the Republic.
