Political parties with seats in the Assembly of the Republic (AR) have finally chosen their representatives in the National Election Commission (CNE). And as expected, they decided to move the chess pieces, indicating for the organ new individuals, who were, incidentally, heard this Friday by the First Commission of the Mozambican parliament – that of Constitutional Affairs, Human Rights and Legality.
Concretely, representing the political parties, of the 10 seats to which they are entitled in the organ, five new faces enter – two for Frelimo and three for Renamo. The remaining five seats represent “continuity”. Of those who continue, the highlight goes to Fernando Mazanga and Barnabé Nkomo. At the exit door are António Chipanga and Meque Brás.
With regard to the new faces that take up places in the organ, Carlos Alberto Cauio is the name that stands out. Carlos Cauio, former president of the Mozambican Bar Association (OAM), is a Frelimo party candidate.
In fact, Frelimo introduced just two new faces and kept the previous choices. In addition to Carlos Cauio, it also indicated António Focas Muavilo. However, it again indicated Rodrigues Timba, Abílio Diruai, Eugénia Chipene.
António Chipanga and António Muacurica are the two personalities discarded by the ruling party.
The largest opposition party, Renamo, practically operated a background move. It chose three new faces, of the four to which it is entitled under the principle of parliamentary representation. They are former deputy Anastácia da Costa Xavier, António Baessa da Fonseca and lawyer Alberto Sabe. Alberto Sabe was an unofficial defender of the brigadier and current Renamo deputy, Elias Dhlakama, the younger brother of the late historical leader of the party, Afonso Dhlakama.
Former Renamo spokesman Fernando Mazanga is the only survivor of the previous cast. The current second vice-president of the CNE, Meque Brás, has been dismissed, along with Latino Ligonha and Celestino Cruz.
Meanwhile, it should be noted that the process that culminated in the selection of new figures for CNE within Renamo was far from consensual at the level of that political-party organization.
In fact, two top cadres of the party had already been named in certain circles – deputy Saimon Macuiane and former deputy Mohamad Yassine – as the next Renamo members to join the body. The exchange of “pieces”, our newspaper has learned, raised criticism around the leadership of Ossufo Momade, who also faces the challenge of the self-proclaimed Military Junta, led by Mariano Nhongo.
On the other hand, the Democratic Movement of Mozambique (MDM) chose not to make any changes, maintaining in place Barnabé Nkomo. The party led by Daviz Simango can only nominate one member for the management of electoral processes.
The National Elections Commission consists of 17 members, seven of whom come from legally constituted civil society organisations and ten from political parties with seats in parliament – five from Frelimo, four from Renamo and one from the MDM.
