Mozambique: President advocates mandatory community consultation for land use rights

This year, Matola Municipal Council expects to cover more than 4,000 owners of plots and houses in mass Land Use and Benefit Rights (DUAT) regularization campaigns.
The aim of the granting of the titles is to guarantee security in land ownership and prevent usurpation and conflict in municipality neighbourhoods.
Councillor for Territorial Planning and Urbanization, Aurélio Salomão, said that, after the demonstrations, it was seen that there was a need to map idle plots and public and private properties, to ensure the swift delivery of the DUATs to the legitimate owners.
“This year, the scenario will be completely different, in the mass delivery of titles. We will be more attentive to the abuses of citizens to prevent construction on other people’s properties and land divisions,” he explained.
Salomão added that the process of regularizing construction projects in inappropriate locations would be tightened, to allow for more flexible land use planning in the neighbourhoods.
He urged residents to report land grabbing, corruption and irregular construction projects, as well as to approach the authorities to regularize their plots of land.
