With the expectation of creating a new dynamic in the company, the government has replaced Aly Sicola as chairman of the Board of Directors (PCA) at Electricidade de Moçambique (EDM), and appointed Marcelino Gildo Alberto in his stead.
The change in company comes just days after an incident, involving a man who climbed an electricity pylon on the outskirts of Maputo, left the southern region of the country in the dark for a number of hours.
Council of Ministers spokesman Filimão Swaze said: “It is not common for the reasons [behind such decisions] to be made public, but what I can say is that the public administration works in this way. We are all called upon to make our contribution, but it is understood that a new dynamic [may be needed] or people who understand the processes that may be most important at a certain moment [may be appointed].”
Until his appointment at EDM, Marcelno Alberto as advisor to Sicola on strategic and transversal matters, and the coordinator of the EDM 2018-2028 Strategy and the 2020-2024 Business Plan, functions that he held since 2018.
A postgraduate in Business Management, Marcelino Gildo Alberto was also interim director of the Mphanda Nkuwa Hydroelectric Project and a member of its board of directors.
His appointment comes a day after EDM administrator Carlos Yum was appointed director of the Implementation Office of the Mphanda Nkuwa Hydroelectric Project.
Also at the Council of Ministers’ session on Wednesday, the government revised the remuneration of Defence and Security Forces personnel, as a way of recognising their performance at a time when the country faces military conflict in the both the central and northern regions.
“The decree establishes a supplement of commitment, rotation, when in the operational theatre, to the military who reveal a combative spirit, selfless dedication and bravery,” the Council of Ministers spokesperson said.
The government also considered and approved the decree on the licensing of Civil Engineering and Construction Materials Laboratories.
“The regulation aims to establish the legal regime for the licensing of the civil engineering and building materials laboratory, as well as the conditions and procedures applicable for the exercise, modification, suspension or extinction of the activity,” Swaze said.
The Wednesday cabinet session also ordered an official state funeral for Major-General Pedro Juma, a veteran of the National Liberation Struggle.
