Mozambique’s Attorney-General, Américo Letela, has challenged the Central Office for Combating Organized and Transnational Crime (GCCCOT) to strengthen strategies aimed at monitoring corruption cases in order to defend the rule of law.
According to Letela – who was speaking on Tuesday, in Maputo, at a ceremony in which he sworn into office Amélia Munguambe as the GCCCOT director and Nazimo Mussá as deputy director of the same body – there is also a need to reduce the backlog of cases and promote actions to prevent and combat crimes.
“Those in office must also promote citizenship education and strengthen the culture of transparency, accountability and public responsibility, in order to create an environment where corruption has no room to thrive”, he said.
He also said that corruption cases must be properly investigated and prosecuted, “without any external influence or personal interests.”
“It is essential to promote good coordination between the Attorney-General’s Office (PGR), the courts, the Mozambican Bar Association (OAM), the National Criminal Investigation Service (SERNIC) and other bodies involved in the administration of justice, with a view to acting effectively in favor of the defense of citizens’ rights and freedoms”, he said.
“We need to master the legal instruments that guide our actions, because only in this way can we guarantee respect for citizens’ fundamental rights”, he added.
According to Letela, fighting against corruption “should not be based solely on repression”. There is also a need to establish transparency and impartiality in public and private institutions.
“We demand that all attorneys in the general system of the PGR adopt appropriate and bold measures to monitor the practice of these acts within our judiciary”, he said.
