Mozambique: Revision of decentralization laws will reduce powers of State Secretary

Basilio Monteiro, Mozambique’s interior minister, said today that he would investigate Renamo’s accusations that the Mozambican police are harassing the main opposition party’s activists and candidates and impeding their political activities.
“We have heard these statements [Renamo’s denunciations] and we are interested in looking deeper. There is no political aspect to this,” Basilio Monteiro was quoted by the TV channel STV on Friday as saying.
On Thursday, Mozambican National Resistance (Renamo) acting leader Ossufo Momade accused police of helping Frelimo win the October municipal elections by harassing the main opposition party’s activists and candidates.
“The PRM is not at the service of the Mozambican people, but rather serves the political and electoral agenda of the Frelimo party, which it desperately tries to help win elections,” he said.
The interior minister stated that the Mozambican police had no instructions to prevent political parties from doing their work, and that it was in the interest of all Mozambicans that they participated fully in elections in the country’s 53 municipalities scheduled for October 10.
“Politically speaking, all forces are oriented to make it possible for all players to participate,” he added.
Last Friday afternoon, Renamo again accused the police and the ruling Mozambican Liberation Front (Frelimo) of interfering in an appearance by its head of list in the municipality of Massinga, southern Mozambique.
Renamo spokesman José Manteigas said that police officers and people wearing Frelimo T-shirts prevented a group of supporters attending a presentation of its head of list for the October municipal elections.
On August 23, Renamo accused the Mozambican police of preventing a visit by its barred candidate for Maputo, Venâncio Mondlane, in peripheral neighbourhoods.
