Mozambique’s relief agency, the National Disaster Risk Management Institute (INGD), has begun simulation exercises to assess the level of local readiness and capacity of response to the various risks and threats which could strike 64 disaster prone districts.
INGD chairperson Luisa Meque chaired the ceremony launching the simulation exercises on Wednesday in Lago district, in the northern province of Niassa. She said the local disaster risk management committees are the operational units of the INGD at local level and must be trained and equipped continually.
Currently there are 1,905 local committees. 64 of these are in Niassa, and 11 are in Lago district.
Meque said these committees play a central role in mobilising communities to take prevention and mitigation measures in response to disasters.
“To reduce the vulnerability of our communities, the INGD promotes annually simulation exercises at various levels with the purpose of training the communities and all the bodies of the emergency management system, for better preparation and coordination during the rainy and cyclone system”, said Meque.
Wednesday’s exercises in Lago allowed the INGD to smooth out any bottlenecks that might exist in the mechanisms for local emergency response coordination, particularly the role of the various actors involved in emergency operations, when an alert is declared.
“Right now”, said Meque, “we are looking for partnerships to expand capacity building programmes, to ensure a broader coverage of people with solid knowledge about disaster risk management and reduction, as well as how to take basic measures for preventing the most common risks or threats that affect our country”.
