Mozambique has 31,000 phantom public employees on its payroll, the Ministry of Economy and Finance’s Feliciano Chavana said on Thursday.
“There are 31,000 state employees whose identities are unknown,” Chavana told a round table on the state’s human resources management system.
Chavana said that this was because of hirings made in disregard of the legal framework, with a substantial proportion arising because “a deputy minister or a permanent secretary” authorised them.
However, no value was advanced on how much these unearned salaries were costing the state – which currently employs about 366,000 people.
Chavana also warned of ex-employees who continue to receive their wages for several years. “There are institutions where you think there are a certain number of employees, but you are paying for a lot more,” he complained.
Inocêncio Impissa, Deputy National Director of Territorial Organisation at the Ministry of State Administration and Public Administration, said there were too many civil servants.
“The state should employ no more people for the next five years,” he said.
Country to computerise civil service management by end 2019
In an effort to better control matters, Mozambique is to computerise the state human resources management system by the end of 2019, Deputy Director of the Centre for Information Systems Development Finance Jacinto Muchine announced at the same discussion forum.
“We are talking about a single system that will contain all the data of state employees and agents,” he said.
