Mozambique: Digitalising public administration will cut corruption - president

The government on Tuesday approved a decree reformulating the calculation of the water tariff, with the aim of ensuring the availability in quantity and quality of this resource and the continuity of the provision of this service to the consumer.
The decree, approved at the 18th ordinary session of the Council of Ministers, applies to public and private water supply systems, comprising the production, distribution and sale of drinking water throughout the national territory.
Spokesperson for the cabinet session, Filimão Suaze, said that the approval of this decree aims to improve the efficiency of water supply systems, through investments in the reduction of losses, thereby also relieving pressure on the State Budget.

The decree also intends to support less sustainable water supply systems, as well as to increase their coverage, in line with the government’s strategy for universalising the service in pursuit of achieving the relevant Sustainable Development goals.
Filimão Suaze, who is also deputy minister of Justice and Constitutional and Religious Affairs, said that the new calculation formula was not intended to harm the consumer, but would be determined according to sector, with a view to ensuring that low-income consumers would remain able to pay for what they consume.
The idea is to find a balance with the continuity of service provision.
Also at yesterday’s session, the Council of Ministers considered the proposal for a basic law for the creation, organisation and operation of local authorities and revokes Law No. 6/2018, of 3 August, amended and republished by Law No. 13/2018 of 17 December, to be submitted to the Assembly of the Republic.
Filimão Suaze said that the proposal intends to harmonise the current law with other related legislation, namely the Electoral Law and the decentralisation legislative package.
“It is also intended to include aspects resulting from practical experience in the law and transform Law No. 6/2018, of 3 August, which approves the legal regime for the implementation of local authorities into a Law on the Basis of Creation, Organisation and the Functioning of Local Authorities,” he stated.
A decree establishing the nature, attributions, powers and operating mechanisms of the Centre for Legal and Judicial Training (CFJJ) was also approved yesterday.
This instrument aims to revitalise the activities, as training axes, of the Centre for Legal and Judicial Training in the field of studies, research, documentation and legal and judicial information, and to review and adjust the curriculum programmes offered at the centre.
