The Mozambican Ministry of Transport and Communications will license open box vans, known as the “My Love” taxis, for passenger transport in certain areas, under the new Transport in Automobiles and Trailers regulations recently approved by the government.
The regulation, which also provides for the licensing of 15-seat minibuses for distances of less than 600 km, makes it compulsory for the exercise of inter-provincial transportation to use vehicles with a minimum capacity of 33 seats and introduces an occasional license for carriers who do not operate such a business on a regular basis.
The information was provided by the national director of transport and security, Cláudio Daniel Zunguze, at a press conference held in Maputo today to make known the guidelines regarding the new instrument.
“Within the scope of the operation of the regulation, we are licensing goods vehicles for the transport of passengers. We are talking about a vehicle with a capacity of up to 7,000 kg, under certain conditions. This vehicle will be licensed in order to ensure the safety and convenience of passengers and will serve as feeder for the main terminals,” Zunguze explained.
The innovative occasional license will allow legal transport within and outside the municipalities on the terms and conditions of the highway code in force in Mozambique.
“This occasional license is for transport operators, that is, unlicensed natural and legal persons wishing to transport private individuals or goods. For example, this license is for a carrier to transport a football team from one point to another, a religious mission or products and goods without this being their regular activity,” he said.
Zunguze explained that the approval of the new regulation was due to the fact that the current regulation is not adapted to reality and current economic dynamics, so it was necessary to adjust practices within the country and the region and help the private transport sector develop competitiveness in the sector.
“This adjustment makes it possible to establish in the domestic legal order certain practices existing in bilateral agreements. It will make the computerisation of the licensing process of the entire transportation system in the country more flexible,” he said.
The new Transport Regulations on Automobiles and Trailers, recently approved, repeals Decree 11/2009 of 29 May, which established the terms and conditions of transport activities in automobile vehicles in Mozambique.
