"Some actions in defence of sovereignty" may violate rights, says Chapo

The Mozambican President Filipe Nyusi on Thursday announced the construction, to begin soon, of more district penitentiaries across the country.
According to Nyusi, the new penitentiaries will be fitted with appropriate conditions according the existing financial capacity.
Nyusi made this announcement during the inauguration ceremony of the Ndlavela Judicial Courthouse, in Matola Municipality, Maputo province, as part of the Presidential initiative “One district, one decent building for the Court”, until 2023.
“As we mentioned, we want to start with the same vigour the initiative of building penitentiaries in every district, with appropriate dimensions and within our financial capabilities, in order to create more acceptable conditions for our brothers who are deprived of their freedom,” he explained.
He revealed that the matter was discussed on Wednesday, and the Justice Ministry was tasked to make it happen. .
As for the new court building, Nyusi said that it witnesses the commitment and competence of the Judiciary to materialise this common aspiration, even in the face of reduced financial capacities.
“The construction and entry into operation of this courthouse comes in response to concerns expressed by the judiciary to expand its infrastructures in Matola district, and bringing judicial services closer to the residents of the Administrative Post of Infulene,” he said.
According to the President, the judiciary will also be able to respond efficiently to the high demographic growth of Infulene neighbourhood and, faster procedures as those seen at the Machava administrative post.
The President believes that increase in the number of processed cases and funds will bring relief to the population resident in the vicinity in terms of waiting time for resolution of disputes and, at the same time, contribute to social peace.
Meanwhile, he urged the magistrates and justice officials who will benefit from the infrastructures inaugurated to be an example of competence, zeal, dedication and professionalism.
“We also urge you to collaborate for the preservation and maintenance of these facilities and demand the same attitude from your users,” he stressed.
The courthouse inaugurated this Thursday is the largest ever built under the current initiative and has the capacity to house four courtrooms, the same number of registry offices, 12 magistrates’ offices and a lawyers’ room.
