Mozambique: Public administration staffs threaten to go on strike

The Mozambican Finance Ministry has ordered the suspension of four public tenders which were aimed at constructing and restoring public infrastructures as a result of alleged non-compliance with the regulations established by law.
According to a document made public by the Finance Ministry, through the National Directorate of State Assets, the measure is aimed at allowing supervision to be carried out in order to harmonize the procedures under the law.
“There are suspicions that the processes for hiring some companies for the construction and requalification of public works may not have been carried out in accordance with the established regulations”, reads the document.
The tenders had been awarded to the following companies: Chico Construções, with a contract valued at over 2.3 billion meticais (over 36 million dollars at the current exchange rate); Moza Construcões (563 million meticais); ERPTZ Construções (217 million meticais); Julien Construcões (about 105 million meticais) and Airtechn (about seven million meticais).
These companies had to work on the “rehabilitation of National Road Number EN 301, which links central city of Tete to the town of Songo, where the company running the Cahora Bassa dam has its headquarters; emergency repair of the bridge over the Monapo River on the EN1-Namialo/Rio Lúrio Nampula road; and periodic maintenance of 110 km of paved road on the Metoro-Montepuez section of the EN14 road .”
One of these companies had also to rehabilitate the roundabout and a section of the road on Milagre Mabote Avenue, in Maputo city.
“The suspension will allow the assessment of the processes so that the supervisory team of the Procurement Supervision Functional Unit may work, under the regulations approved by law”, reads the note.
