At the end of the Council of Ministers’ meeting on Tuesday, the spokesperson for the session was asked about the number of districts in Cabo Delgado province that are currently held by the terrorists. In response, Filimão Swazi said that there was no such scenario in that part of the country.
“We never came here and said that a district had been taken. The districts are under the management of the government, which manages the Mozambican state through the various institutions, both of which still work,” Filimão Swazi said.
This pronouncement comes about a month after the Defence and Security Forces announced the recovery of the district headquarters village of Muidumbe, in Cabo Delgado, which had been under terrorist control since October 31 of the current year.
Prime Minister Carlos Agostinho do Rosário’s visit to Cabo Delgado was also the subject of analysis by the Council of Ministers. While there, the prime minister was surprised by popular requests for weapons to fight the terrorists, about which the cabinet spokesman replied in the following terms.
“The requests made by our fellow citizens in Cabo Delgado have to be interpreted as a manifestation of despair, a request for support and a request for greater intervention by the ordinary forces of the state,” the Deputy Minister of Justice, Constitutional and Religious Affairs said.
The request should not be perceived as people literally wanting to take up arms without knowing how to handle them. “I think we must be very clear about what the social clamour heard in Cabo Delgado represents,” he said.
Also, the possession and use of weapons in Mozambique is regulated. “It is not everyone who has weapons, and anyone who has weapons undergoes training in their use,” he concluded.

In what was the last session of the Council of Ministers this year, the government also assessed the balance of the Economic and Social Plan (PES) of the 3rd quarter, saying that it had executed 68% of the commitments assumed for the period, and that the economy had slowed down by 0.94%.
