The Government and Renamo Joint Commission delegations yesterday responded to mediators’ proposal on the decentralisation process to be submitted to the Assembly of the Republic in the resumption of political dialogue for the cessation of military hostilities in Mozambique.
The dialogue resumed yesterday with the international mediation team meeting the Government and the Renamo delegations, mediator coordinator Mario Raffaelli saying at the end of yesterday’s bilateral meetings that the international mediation team would today analyse the responses presented by both parties.
International mediators met the Renamo delegation in the morning and government delegation in the afternoon but Raffaelli declined to reveal the content addressed, in line with the Joint Commission protocol that no announcements would be made after bilateral meetings.
The Joint Commission preparing a meeting between the President of the Republic, Filipe Nyusi, and Renamo leader Afonso Dhlakama can only publicly pronounce itself when there is a plenary meeting between the mediators, the Government and Renamo, Raffaelli said.
These bilateral meetings take place after a two-week interregnum for consultations within the two delegations.
The team of international mediators had submitted to the parties a package of principles on the decentralisation process to be submitted to the Assembly of the Republic, as well as a roadmap for addressing the remaining items on the agenda.
The legislative package on decentralisation includes, in addition to the possibility of a constitutional revision, amendments to the laws of provincial assemblies and bases of the organisation and functioning of the public administration, as well as a proposed provincial finance law.
At the last session of the Joint Commission, the Renamo delegation presented some of the missing documentation on their proposals on the issue of Defence and Security Forces (FDS), one of the points of contention.
Another point on which there is still no consensus is the demand by the largest opposition party to govern in six provinces where it secured most votes in the country’s 2014 general elections.
The government for its part demands that Renamo orders the immediate cessation of attacks in the central and northern parts of the country.
