Mozambique’s Minister of Public Works, Housing and Water Resources, Fernando Rafael, recently visited the town of Faiquete, in Vilankulo district, Inhambane province, where the Infrastructure Land Project is underway.
The initiative aims to ensure orderly access to urbanized land and promote adequate housing for Mozambicans. This is one of the government’s structural initiatives under the PQG 2025–2029 and PESOE 2025 programs.
During the visit, the minister emphasized that this project “is not just about distributing plots”.
“We are laying the foundations for new planned urban centres, with access to roads, energy, water, and the conditions for the future installation of schools, health centres, markets, and other essential social services, promoting complete, resilient, and integrated communities,” Rafael said.
126 hectares
In fact, 1,200 plots are being developed, covering a total area of 126 hectares, strategically located just 10 km from the centre of Vilankulo and National Highway Number 1 (N1).
The area also includes three natural lakes – Galum, Nhabongue and Tahe – which represent approximately 20% of the total area and will be used as leisure and environmental enhancement spaces.
Significant progress is visible on the ground, with the plot demarcation, the opening and filling of access roads, the installation of plot block identification signs, and the installation of water and energy infrastructure.
The project showcases four standard housing models (2- and 3-bedroom units) using conventional materials, previously approved by the local government.
This measure ensures disciplined land occupancy, exempts beneficiaries from technical consulting costs, and accelerates the start of construction.
According to Minister Fernando Rafael, “this initiative directly responds to the PQG 2025–2029 goal, which foresees the urbanization of more than 49,000 plots nationwide, and to PESOE 2025, which includes the infrastructure development of 1,700 plots in the provinces of Niassa, Cabo Delgado, Zambézia, Manica, Sofala, Inhambane, and Maputo. This effort aims to transform the way we plan access to land and housing, with a lasting impact on citizens’ quality of life”.
