South Africa: RFA calls intervention in Mozambique due to R10m daily loss as trucks wait

In the coming days, the government will present an entity that will centrally manage the application of support and donations of funds intended to finance the activities of non-governmental organizations (NGOs) in the country, as a way of improving the application and evaluation of benefits.
The measure, announced on Friday by the Government spokesperson, Inocêncio Impissa, also aims to simplify the long path that the funds have to follow to reach the beneficiaries of development projects and programs.
This initiative comes in response to a question from journalists about the scope of the concern recently expressed by the President of the Republic, Daniel Chapo, at a meeting in Pemba with representatives of NGOs operating in the country.
Impissa explained that the Head of State expressed concern regarding the application of funds equivalent to two billion dollars of humanitarian support in Cabo Delgado and in the reconstruction component, the results of which, in his view, are incipient.
“The President of the Republic has been thinking about a government-level entity, and it has already been found and we will announce it soon. It will coordinate all the aid for the NGOs’ activities. We will also have to eliminate the stages which exist until the money reaches the final beneficiary. And this mechanism could help us channel more to the final beneficiary and provide convenient assistance to Mozambicans”, he explained.
According to Impissa, the meeting was productive, because the NGOs understood that it is necessary to carry out joint actions and improve coordination mechanisms to optimize the support that is announced for the province of Cabo Delgado and beyond.
Impissa, who is Minister of State Administration and Civil Service, explained that humanitarian agencies have very high administrative costs in various stages of programming resources up until they reach the beneficiaries,
“They(NGOs) need to pay for offices, vehicles and salaries, and little money ends up reaching the province, districts or grassroots community organizations”, he said.
