Mozambique and Angola deepen economic and cultural cooperation

The inspector general of the Ministry of Economy and Finance, Emanuel Mabumo, announced on Monday (20-02), after a parliamentary hearing with the deputies of the Assembly of the Republic, that the government would carry out an audit of the implementation of the Single Salary Table (TSU), a process that will run until the 28th of this month, when preliminary results will be available.
Mabumo told ‘Noticias’ that the team appointed to carry out the audit will survey the system itself, assess its effectiveness and relevance, and issue recommendations on solutions to any possible inconsistencies.
The government also intends to assess the quality and veracity of the data about state employees and agents that the technicians linked to the implementation of the TSU processed and introduced electronically in the human resources management systems of public institutions.
“During the electronic processing of information, there is a risk that some data may be wrongly integrated into the platform,” Mabumo said. “This is one of the things that the audit will investigate.”
“The idea is to detect and remedy the errors that may have occurred in the implementation of this instrument, because officials and agents of the state cannot be harmed,” the inspector general explained. “The audit will help the government in the search for solutions most suitable for correcting possible nonconformities that may be detected, of which, for example, inadequate insertions stand out, looking at the criteria approved by law.”
Despite being a digital procedure, Emanuel Mabumo recognizes that risks are not, from the outset, outright excluded, the procedure only reducing the risk of failures as far as possible.
“Management control errors usually happen, contrary to what we might think, namely that, with the introduction of electronic platforms, we can lean back and relax, because everything will be solved. But this is not quite the case, as there is still the risk of the human factor, since the Human Resources managers are going to enter the data on the implementation of the TSU,” Mabumo clarified.
The risk of transposing data during the implementation process is high, and the audit also aims to verify its legal compliance.
The ministers overseeing the implementation of the TSU, namely Max Tonela, from Economy and Finance, and Ana Comoana, from State Administration and Civil Service, were also present at the meeting with the specialised parliamentary commissions.
