The Mozambican government approved this Tuesday a plan for the reconstruction of Cabo Delgado (north), the scene of armed attacks over the last four years, for 2021-24, the cabinet spokesman, Filimão Suaze, said.
“There will be proper ceremonies to approach this subject officially and to share data,” the spokesman said, without giving details about the plan dedicated to the region torn apart by an armed insurgency for the last four years.
“As with any other contingency plan,” the government “always intervenes with its own resources, but also with support from cooperation partners,” he said, adding, “It will be no different this time.”
In any case, Suaze highlighted the fact that there are “actions happening at the level of reconstruction” of the electricity grid and roads.
“We are not going to wait until there is support: the government is moving forward”, and the support will find work on the ground, he said.
Teams from different ministries have visited the districts most affected by the armed conflict and conducted surveys of the damage, needs, and carrying out emergency interventions.
Cabo Delgado province is rich in natural gas but terrorised since 2017 by armed rebels, with some attacks claimed by Islamic State.
The conflict has claimed more than 3,100 lives, according to the ACLED conflict registration project.
Since July, an offensive by government troops with the support of Rwanda, later joined by the Southern African Development Community (SADC), allowed to increase security, recovering several areas where there was a rebel presence, including the town of Mocímboa da Praia, which had been occupied since August 2020.
