Mozambique: Broken radiotherapy machine puts teenager's dreams on hold

The new director of the Central Office for Combating Corruption (GCCC) of Mozambique, Public Prosecutor Glória da Conceição Adamo, this Monday highlighted the swiftness of criminal proceedings as a priority in the fight against the embezzlement of public resources.
“Naturally, we will follow up on ongoing proceedings, ensuring speed so that offenders are held criminally accountable,” said Adamo, in statements to journalists after being sworn into office.
The GCCC, she continued, will also strengthen interaction with public administration inspection services for more incisive disciplinary action against managers who mismanage state resources.
“We will outline strategies with inspections of the Civil Service so that we can develop disciplinary actions with a view to holding public managers who do not manage public affairs correctly,” declared the new director-general of the GCCC.
The Public Prosecutor’s Office, she added, has the task of ensuring that people suspected of committing corruption crimes are held criminally accountable, while the public administration must perform the disciplinary function.
“We will fight corruption tirelessly and we are clearly aware that the fight against corruption is the desire of the Mozambican people and, therefore, will be with us”, stated Glória da Conceição Adamo.
Glória da Conceição Adamo indicated the review of the Public Prosecutor’s Office’s Strategic Plan for Combating Corruption as one of the GCCC’s priorities.
The fight against corruption in the private sector must also be at the heart of the work of justice institutions, she added.
“We will cooperate with all sectors of society, religious denominations and civil society, so that they can contribute to the morality and correct management of public affairs”, she stressed.
Glória da Conceição Adamo, a deputy Attorney General, replaces Ana Maria Gemo Bié, who served as director of the GCCC for 16 years.
According to the Attorney General of the Republic Beatriz Buchili, “Glória da Conceição Adamo is Deputy Attorney General for the Directorate of the Central Office for Combating Corruption, as an employee of the PGR with extensive experience in the Public Prosecution Service, which raises our expectations that she will perform the functions entrusted to her with responsibility and professionalism.”
According to Buchili, “the newly appointed [to head the Anti-Corruption Office] Public Prosecutor began her professional career in 2002 in the staff of the Provincial Attorney’s Office – Maputo, as a 1st-level Public Prosecutor. However, in 2009 she was appointed on a commission of service to perform the function of Chief Public Prosecutor of Section, at the 5th Criminal Section of the Judicial Court of the Province of Maputo, and in 2014 she was appointed on a commission of service to perform the function of Chief Public Prosecutor of Inhambane [province].”
As Buchili explained, until the date of her appointment Glória da Conceição Adamo was in charge of the Specialized Department for the Area of Legality Control and chaired the Commission for Receiving and Verifying Declarations of Assets at the PGR.
Speaking at the swearing-in ceremony, Beatriz Buchili argued that “corruption is one of the greatest challenges we face as a society. This evil corrodes the essence of the Rule of Law, diverts resources that could be used in essential services and undermines the population’s trust in leaders and institutions.”
Beatriz Buchili said that “in recognition of the seriousness of this problem, the Anti-Corruption Unit was created in 2002, a specific body to prevent and combat this crime, and later, in 2004, the Central Office for Combating Corruption was created. The creation of this body represented a decisive step in the institutionalization of the fight against corruption, providing the Public Prosecutor’s Office with tools to face this threat in a structured and effective manner.”
Buchili urged the new GCCC director to reinforce the effectiveness of the Office’s actions and work hard to maintain the rule of law and promote a culture of integrity and probity in the management of public affairs. She further urged the strengthening of the partnership with the CTA, CIP, Auditors, accountants and other sectors of activity
The GCCC announced in August that it had recovered assets valued at around 128 million meticais (almost two million euros) in corruption cases over the last six months.
“The procedural activity mentioned here is the result of the official intervention of the Public Prosecutor’s Office (MP), complaints received, as well as the coordination and collaboration of several public and private institutions in presenting relevant information,” declared ,at the time, the GCCC spokesperson, Romualdo Johnam, speaking at a press conference to review the GCCC activities in the first half of this year, in Maputo.
