Jaime Neto, the Secretary of State for Gaza province, has indefinitely suspended the process of granting a permanent forestry exploitation licence to Fazenda Muthemba Safaris in the Mavue region, Massangena district, due to alleged irregularities, abuses, and misconduct.
The immediate measure aims to uphold State authority following what was described as “abuse and anarchy perpetrated by a foreigner on national soil.” Neto had previously given the investor 48 hours to report to the authorities to explain the alleged misconduct in the Gaza region.
The final decision on Mutemba Safaris’ future will be confirmed by the Ministry of Agriculture, Environment and Fisheries.
The company currently operates, under a temporary licence – over 10,000 hectares for environmental conservation, sport hunting and tourism. Its licence may be revoked if harmful practices affecting community coexistence and state authority persist.
Cornelius Jansen, the farm manager, has also been affected by the decision and must step down for an unspecified period due to alleged arrogance and misconduct.
Accusations against Muthemba Safaris include alleged illegal cattle slaughter, disrespect, labour disputes, unfair competition through airspace use, and suspected unauthorised activities.
In Mavue, Jansen is reportedly regarded as “persona non grata” due to his alleged controversial behaviour. Sancho Humbane, Massangena district administrator, supports his immediate removal if the company wishes to continue operating locally.
“He lacks credibility and respect to work with communities and the State. Recently, he has ignored calls and messages, which is unusual given Muthemba Safaris’ previous good reputation,” Humbane said.
Secretary of State Jaime Neto vowed to use all means to halt the alleged abuses ongoing for three years in that area.
“The applicant requested a definitive DUAT [land use right], but given his behaviour, he is not entitled to it. We will do everything possible to stop that process,” Neto promised.
Neto highlighted Jansen’s unacceptability in local communities and warned against allowing a foreign individual to abuse people, emphasising the need to respect laws.
Levy Muthemba, the Mozambican owner, condemned his South African partner’s conduct, expressing surprise at the allegations and distancing himself from such behaviour.
“We thank the Secretary of State for not taking administrative measures yet. We will discuss with our partner to ensure respect for state authority everywhere. We, too, obey foreign laws and respect local structures,” Muthemba stated.
Jansen defended himself, saying people misunderstand his personality as aggressive, while he claims it is just a lively character. Regarding road blockades, he said they aimed to prevent rampant poaching by other operators and illegal hunters targeting elephants.
Mavue hosts nine wildlife farms covering 90,000 hectares dedicated to conservation, leisure and tourism activities.
