The Assembly of the Republic yesterday debated the 2018 General State Account, with the Frelimo parliamentary bench recommending a positive assessment of the document, and the opposition arguing that it should be rejected on the grounds that the executive had violated budget execution rules.
Renamo deputy José Manuel Samo Gudo called for the document to be voted down on the grounds that the government had not executed it with clarity, accuracy and simplicity.
He also took the opportunity to criticise what he called the ‘media bandwagon’ of entities donating goods to the fight against Covid-19.
For the part, the MDM advanced that the General State Account did not observe principle of financial regularity, legality and efficiency in obtaining and applying the resources made available to state organs and institutions at all levels.
The Frelimo bench, however, maintained that the General State Account was prepared in compliance with the specific principles and rules enshrined in the law, and clearly demonstrates the year’s budgetary and financial execution.
The document had previously obtained a favourable assessment from the Planning and Budgetary Commission, which gave as its opinion that the 2018 General State Account was structured in accordance with the provisions of the Constitution of the Republic and other planning instruments.
The document is to be approved in general and in specialty this Thursday.
