Mozambique is ready to host the constituent conference of the Southern African Development Community (SADC) Parliament and to help it become a space where citizens of member countries can participate in decision-making processes.
Speaking at the opening of the 45th Plenary Assembly of the SADC Parliamentary Forum, which is taking place in Maputo until Thursday, President Nyusi advocated transforming the Parliamentary Forum into a parliament of the Southern African Development Community in response to current challenges, including those related to regional integration.
According to Filipe Nyusi, the SADC Parliament should not limit its activity to political matters, but also pay attention to economic and social issues, including those related to the environment.
“We cannot continue to be an island. All regions of Africa have formed regional parliaments. This desire should have, as its ultimate purpose, responding to the aspirations of peoples and states, consolidating the rights of citizens, and building a democratic state of law in our countries and in the region,” President Nyusi said.
The 45th Plenary Assembly of the SADC Parliamentary Forum takes place under the motto “Climate Change, Mitigation and Adaptation: The Role of Parliaments, Towards the Implementation of the Paris Declaration and the Katowice Road Map”.
Regarding the motto chosen for this session, the President of Mozambique said that his executive would continue to work with SADC member states to implement regional programmes aimed at making countries more resilient to climate change.
So far, the Executive Committee of the SADC Parliamentary Forum has been promoting actions to explain to member countries that transformation will not open the door to interference in the sovereignty of member states, or entail additional contributions over and above those currently made by national parliaments. Gradualism would be observed, as it has throughout the ongoing process of regional integration.
The plenary assembly of the SADC Parliamentary Forum is attended by the presidents and vice-presidents of the region’s parliaments, parliamentarians and other representatives of legislative bodies in the region.
The SADC Parliamentary Forum was created in 1997. It is an inter-parliamentary body composed of 14 parliaments in the region and is currently chaired by Verónica Macamo, elected at the 44th Plenary Assembly to replace of the Angolan Fernando da Piedade Dias.
