The European Commissioner for International Partnerships, Jutta Urpilainen, on Tuesday expressed the wish that the October general elections in Mozambique be “stable and free”, as an important premise for good governance.
“It is important to ensure that your elections are stable and really allow citizens to express their opinion” at the polls, Urpilainen said.

Commissioner Urpilainen was speaking in Maputo during a meeting with the Minister of Foreign Affairs and Cooperation of Mozambique, Verónica Macamo, as part of her two-day visit to the country.
Jutta Urpilainen highlighted the importance of young people’s participation in the October general elections, as they represent more than 50% of the Mozambican population and are the future of the country.
In this sense, she continued, young people are at the centre of EU support for human development in Mozambique, and must be “active members of society”.
After a meeting with Minister Macamo in February, the president of the EU’s Political and Security Committee, Delphine Pronk, announced the bloc would send observers to the Mozambican general elections in October.
In this Tuesday’s meeting with Verónica Macamo, Jutta Urpilainen highlighted the importance of supporting education and employment promotion programmes to ensure the involvement of young people in the country’s development.
“Mozambique is an important long-standing partner of the European Union in Southern Africa; we have not only political and economic ties, but also historical and cultural ones,” Urpilainen emphasized.
The EU has channelled support to the areas of human development, green transition, security and good governance, and intends to continue deepening bilateral cooperation, she added.
“Mozambique, with its strategic location in Southern Africa and the Indian Ocean, and with great natural resources and young population, has great potential for green transition and sustainable economic growth,” the European Commissioner for International Relations highlighted.
Minister Macamo also stressed the importance of relations with the EU, highlighting the possibilities of strengthening bilateral ties.
“The exchange of high-level visits is a sign that the EU and its member states are available to continue deepening cooperation with Mozambique,” Verónica Macamo declared.
During her two-day visit to Mozambique, Jutta Urpilainen will promote the Global Gateway Strategy and its implementation, and emphasise bilateral cooperation, particularly in the youth and education sectors, according to a statement from the EU delegation in Maputo.
She will also interact with partners developing projects supported by the EU and launch the VaMoz Digital programme, designed within the scope of the 2023 Annual Action Plan and aimed at strengthening the digital sector in Mozambique.
