The Mozambican National Elections Commission (CNE) this Tuesday confirmed to Lusa the delay in making available 260 million meticais (€3.8 million) to candidates in the October general elections, saying the funds had not yet been transferred by the government.
“Unfortunately, the amount has not yet been made available by the government. Therefore, we are waiting,” CNE spokesperson Paulo Cuinica told Lusa, admitting that there is already a “delay” in this process.
Cuinica announced in July that the CNE expected to make these subsidies available to parties, political groups and candidates for President of the Republic in the general elections on October 9 at the beginning of August, taking into account that the electoral campaign officially starts on August 24.
The disbursement of funds for the campaigns of the candidates for President of the Republic, candidates for the election of members of the Assembly of the Republic and the election of members of the provincial assemblies and provincial governors, should have started at the end of July, according to the CNE calendar.
The Mozambican National Resistance (Renamo) complained today about these delays, claiming that they are affecting the preparation of the electoral campaign. “The immediate impact is the late production of campaign material,” said Marcial Macome, spokesperson for Renamo, at a press conference held this Tuesday in Maputo.
“Our understanding is that this delay is deliberate, because the party of the colour of blood [Frelimo, the ruling party] lives off the public treasury, and therefore this amount makes no difference to them. And they are producing their own materials,” Macome alleged.
“Renamo is prepared for the electoral campaign, although this situation of the late disbursement of funds by the CNE constitutes a major problem for the planning of all parties involved in the process,” he added.
Mozambique will hold general and presidential elections on October 9. The current President of the Republic, Filipe Nyusi, will no longer be running, having reached the constitutional limit of two terms.
The vote includes legislative elections (250 deputies) and for governors of provinces and their respective provincial assemblies, in this case with 794 mandates to be distributed.
The Constitutional Council approved four candidates for President of the Republic, while 35 political parties are running for the Assembly of the Republic and a total of 14 for the provincial assemblies.
