Mozambique: President appoints Frelimo stalwarts to Council of State, Defence Council

The Judicial Court of Nacala has ordered the house arrest and suspension from duties of the mayor of Nacala Porto, Raúl Novinte and his communications advisor, Arlindo Chissale.
The decision comes in response to a request from the Public Prosecutor’s Office within the scope of the process in which the current president of the Municipal Council of Nacala-Porto, Raul Novinte, and his head of the Communication and Image Office, Arlindo Chissale, are accused of “incitement to collective disobedience in conjunction with public instigation of crime”.
In addition to Raul Novinte and Arlindo Chissale, it seems eight other Renamo members are also to be prosecuted, for one of whom an arrest warrant has been issued. This is Buana Assuate Issufo, better known as ‘Mahikwa’. The court does not know his location, but asserts that he is “also a member of Renamo”.
The three coercive measures ordered by the court concerning Novinte and Chissale are:
a) Suspension of the exercise of functions, profession and rights of the two defendants;
b) The obligation to remain at their residence, and;
c) Term of identity and residence, with regular, scheduled presence before the authorities.
It is the view of the court that, were these measures not taken, there is risk or danger of:
(1) The escape of the defendants;
(2) Disruption of the course of the investigation or preliminary hearing, and;
(3) Disturbance of public order and tranquillity or continuation of criminal activity, due to the personality of the defendants.
