The International Republican Institute’s (IRI) International Election Observation Mission (IEOM) today released its preliminary statement on Mozambique’s October 9, 2024 general election.
The 40-member international delegation, led by Dr. Succès Masra, former Prime Minister of Chad, deployed short-term observer (STO) teams across nine provinces and Maputo City to assess the electoral process. These observations were supplemented by a core team of experts conducting thematic analysis since mid-August, providing deeper insights into pre-election preparations and the broader political landscape. The delegation’s efforts have produced several key findings along with a set of 11 recommendations to improve the democratic processes in Mozambique.
“Despite challenges, the democratic spirit of the Mozambican people is strong. Mozambican citizens were not deterred from exercising their right to determine their future,” said Masra. “Vibrant democracies require that citizens elect their leaders through a competitive, open, inclusive, and transparent process.”

As Mozambique awaits the final results, IRI urges authorities to ensure a fair, transparent, accurate, and peaceful count to respect the democratic will of the people. The critical processes of results collation are still ongoing; neither provisional nor official results have been announced, and any electoral challenges are yet to be adjudicated. In the immediate post-election period, IRI calls on the CNE and the Government of Mozambique to conduct a timely and credible count to uphold Mozambican voters’ democratic aspirations. A comprehensive final report will be issued by IRI at the conclusion of this process.

All mission activities were conducted in adherence to the Declaration of Principles for International Election Observation and the Code of Conduct, as adopted by the United Nations in 2005. IRI remains committed to impartial and professional observation in line with Mozambican law and international electoral standards.
