Mozambique: President Chapo expected in Tanzania for three-day state visit

Following recent announcements of a budget deficit for the electoral process, the chairman of the National Elections Commission, Dom Carlos Matsinhe, said today that elections can’t be held without money.
The elections on October 9th will cost around 20 billion meticais and, a few days ago, the National Elections Commission announced that it had only half that amount.
On the sidelines of the Training Seminar for Judicial Magistrates, the Public Prosecutor’s Office, and SERNIC officers on electoral matters, “O País” asked the president of the CNE if there was money for the elections.
“Can elections be held without money? I don’t think elections can be held without money,” Dom Carlos Matsinhe said.
President of the Supreme Court, Adelino Muchanga, in response to the approval of the Electoral Law that removes the power to recount votes from the courts, argued that the body would respect the principle of separation of powers.
“The separation of powers is a non-negotiable principle of the rule of law. This principle presupposes that each branch of government acts independently in the exercise of its functions,” he commented.
The seminar in Chimoio, which runs for five days until Friday, will cover topics such as challenging electoral acts, appeals in electoral disputes, and the actions of judges and prosecutors, among others.
CNE with deficit of around 13 billion meticais for the elections
The National Electoral Commission (CNE) says that it continues to have a deficit of around 13 billion meticais for the elections on 9 October. The CNE explains that, at the moment, it is working within the possible parameters, to ensure that as soon as there is money, work can continue.
CNE spokesman Paulo Cuinica confirmed to Jornal O País this Tuesday that the CNE does not yet have enough money for the elections, and that 19.9 billion meticais in total were needed.
