Mozambique Elections: About 1,800 health centres affected by post-election violence

The National Elections Commission (CNE) has acknowledged that there have been delays paying supervision subsidies to members of the District Elections Commissions (CDE) and the Technical Secretariat for Electoral Administration (STAE).
These are vice-presidents and members of the CDEs, directors, technicians and assistants of STAE nationwide who, according to the president of the Provincial Elections Commission of the city of Maputo, Ana Chemane, have not yet been paid due to an alleged budget deficit.
“It is a fact that we have delays in the payment of subsidies, but this is due to the budget deficit we have faced since the beginning of our activities and they are aware of this. Our mission will last until next year. We have always been reporting through STAE to share this information,” Ana Chemane told ‘Notícias’, adding that the matter had been discussed within the body.
Regarding the demand for payment of the 13th salary for 2023, Chemane explained that the claimants do not have legal standing to do so, since they are not employees of the body, but are hired for a fixed term, and therefore not eligible the 13th month paycheque. “They are demanding something that is not legal. How can they demand the 13th salary if they are not even employees of the body?” Chemane asked.
She also clarified tha vice-presidents and members of the CDEs, directors, technicians and assistants of STAE are only members of a committee and are governed by their own statute, therefore not entitled to the 13th salary.
The president of the Provincial Electoral Commission of the city of Maputo also reiterated that the complainants do not have the legitimacy to speak on behalf of the body without the matter having been deliberated, but, if they wish, they can speak as individuals.
Chemane also found it inappropriate that they had gone to the press to complain of the delay in the payment of subsidies, thus surfacing a matter that had already been dealt with within the body, where they had not raised any questions.
