Mozambique Elections: CC crosschecks minutes and notices handed in by the CNE with those handed in by the parties – O País report

The Constitutional Council (CC) has already cross-checked the minutes and notices of nine provinces in the country, with only Zambézia still to undergo the process, which may start this Wednesday. This involves documents handed to the CC by the CNE and by the three parties that submitted appeals: Podemos, Renamo and MDM.

According to ‘O País’, the notices (editais) have been in the possession of the Constitutional Council for about three weeks.

On Tuesday afternoon, the press was called to the Constitutional Council for an update on steps preceding the promulgation of the general election results scheduled for December 23.

The CNE submitted the notices of all provinces, as did Renamo and MDM. Podemos sent only notices of seven provinces – those in which they claim victory, with Cabo Delgado, Niassa and Gaza not being on the list.

The counting process is already 90% complete, O País reports.

According to information that O País had access to, if, for example, the polling station editais handed in by two parties coincide and do not match the respective edital handed in by the CNE, the validated result will be that of the parties’ editais. In the same vein, if the edital of one of the parties coincides with the respective edital of the CNE, the CNE’s results will be validated. If, however, none coincide, the CNE’s results will be considered for validation.

At this stage, as O País has learned, blank ediatis, falsified editais and multiple editais filled out by the same hand have been found.

After this counting phase, typing and digitization follow, in which the data is computerised and centralised, and the system automatically determines who the winners of the elections are. This process is now over 65% complete.

The validation of the results of the elections of October 9 by the Constitutional Council is expected on December 23, 20 days before the inauguration of the next legislature, which is scheduled for January 12, as required by law.

CC confronta actas e editais disponibilizados pela CNE e por partidos

O Conselho Constitucional (CC) já confrontou as actas e os editais de nove províncias do país, faltando apenas a província da Zambézia, cujos trabalhos poderão iniciar-se esta quarta-feira. Trata-se de documentos solicitados à CNE e aos três partidos que submeteram recursos: PODEMOS, Renamo e MDM.

Os editais já estão na posse do Conselho Constitucional há cerca de três semanas e, na tarde desta terça-feira, a imprensa foi chamada para acompanhar os trabalhos que precedem a promulgação dos resultados das eleições gerais, que está prevista para 23 de Dezembro.

A Renamo, o MDM e a CNE entregaram os editais de todas as províncias e o PODEMOS, por sua vez, enviou apenas editais de sete províncias, que são aquelas nas quais reclamam a vitória, sendo que Cabo Delgado, Niassa e Gaza não estão na lista.

O processo de apuramento já está a 90% e, segundo informações a que o jornal O País teve acesso, na confrontação, se, por exemplo, os editais de dois partidos coincidirem e não forem ao encontro dos da CNE, os resultados validados serão os dos partidos. Caso os resultados de pelo menos um dos partidos coincida com os da CNE, os da CNE é que serão validados. Entretanto, se todos não estiverem em conformidade, os resultados da CNE serão considerados.

Nesta fase, conforme apurámos, têm sido encontrados editais em branco, editais falsificados e, também, preenchidos pelo mesmo punho.

Depois da fase de apuramento, segue-se a digitalização, na qual os dados são computadorizados e centralizados, e, automaticamente, o sistema define quem são os vencedores das eleições. Este processo está acima dos 65%.

A validação dos resultados das eleições de 9 de Outubro poderá ser feita pelo Conselho Constitucional no dia 23 de Dezembro, 20 dias antes da tomada de posse da próxima legislatura, que está prevista para 12 de Janeiro, conforme manda a lei.
