Post-electoral: Protests trigger fuel crisis

The Council of Ministers today formally sent the list to parliament as a draft law, but it will surely be approved. No mention is made of extra funding for the 12 additional registrations and elections, or for security in Cabo Delgado.
Cabo Delgado currently has five municipalities, two of which – Mocimboa da Praia and Chiure – are in insurgent-affected areas – and Ibo has been heavily affected by the insurgency. CNE President Carlos Matsinhe said Friday that extra security would be needed in Cabo Delgado and extra support for logistics due to the infrastructure damage done by insurgents. Matsinhe was speaking after the swearing in of Lolo Correia as head of STAE. The two new municipalities will add to the burden.
It is also not clear yet how registration and voting will be done in Mocimboa da Praia where the entire population fled and most have not returned yet. In Ibo and Pemba the problem is the opposite – will the huge numbers of displaced people living there be allowed to register and vote?
