About a month before the start of voter registration, the basis for the general elections on October 9, the budget for the ballot is already in the process of being revised.
According to the State Budget, the process is expected to cost around 6.5 billion meticais, but the National Elections Commission (CNE) says there is a need to adjust some elements proposed by the government and approved by parliament.
“The budget approval process follows several stages: first from the government, then from the Assembly of the Republic. There is a reaction that we have made now, to readjust the budget that was made available to us, and, as a result, we will then share the numbers accurately, so as not to create confusion,” CNE spokesperson Paulo Cuinica explained.
Cuinica was speaking on the sidelines of a round table addressing this year’s upcoming general elections, an event organised by the Institute for Multiparty Democracy (IMD).
On the occasion, IMD program director Dércio Alfazema called for better internal organisation of political parties. “We have also been calling on political parties to organise these internal processes in a transparent and complete manner, so that the candidates that result from these processes do not become the target of contestation at party level and also at the level of public opinion,” Alfazema noted.
In turn, journalist Tomás Vieira Mário argued that presidential candidates should be chosen based on ethics and competence, without regard for their region of origin.
“It has been proven that just because someone is from Cabo Delgado does not mean there will be development. Gaza is as poor as it was before independence, but Chissano, as President of the Republic, was from there. Cabo Delgado did not improve because of President Nyusi, so the idea that regions of origin benefit is false,” Mário said.
For now, the CNE says that the training process for voter registration agents is being prepared, the material for which is already available in the provinces.
