The European Investment Bank (EIB) is to lend Mozambique €100 million for the repair of drinking water-supply systems and water infrastructure in regions affected by cyclones in 2019.
Among the priorities of the EIB are ensuring “security of drinking water supply and protecting water infrastructure in the face of the current climate emergency,” a statement released by the EU delegation in Maputo on Friday quoted the bank’s vice-president, Thomas Östros, as saying.
The 20-year soft loan, the detailed conditions of which were not disclosed, was signed at a ceremony on Thursday in Maputo.
“The loan agreed today will contribute to make cities affected by cyclones more resilient to climate events,” the EU’s ambassador to Mozambique, António Sánchez-Benedito Gaspar, said at the event.
The Mozambique government’s Post-Cyclone Idai Reconstruction Office is to monitor operations and the EU “will provide an additional 10 million euros to this loan, under the Africa-Europe Alliance, to finance technical assistance as well as the necessary feasibility studies,” Gaspar added.
For the government, the agreement was signed by the minister of public works, João Machatine, and the minister of economy and finance, Adriano Maleiane, who promised transparency in providing accounts.
The support comes in the wake of a commitment made by the EU at last year’s Beira International Donors Conference to mobilise €200 million for the implementation of the Post-Disaster Recovery Programme (PREPOC 2019-2023).
Between October and April, Mozambique is seasonally affected by cyclonic winds from the Indian Ocean and floods from watersheds in southern Africa.
The 2018/2019 rainy season was one of the most severe in the country’s history: 714 people died, including 648 victims of two cyclones (Idai and Kenneth) that hit Mozambique.
