On Saturday, the Government of Mozambique defined as a priority in the first 100 days of the executive the development of planning and legal instruments to ensure the functioning of the new ministries created by the President of the Republic.
“We are working on the legal instruments for the new ministries and this will define what we will do in the first hundred days, but as the president said, we have to respond to some concerns that have already been identified,” said Prime Minister Maria Benvinda Levi in statements to the media after taking office.
Levil acknowledged “enormous challenges” that await her as prime minister and asked for the collaboration of Mozambicans in materializing the plans for the current cycle of government.
“The priorities were defined by the president, but we will start with the various planning instruments and each one, in their area, will see what guidelines the President outlined,” the prime minister said.
During his inauguration speech on Wednesday, Daniel Chapo promised to launch a broad reform of the state to reduce the number of ministries, create new entities, promote the digitalization of public services and combat corruption.
The elimination of the role of the deputy minister and the reformulation of the positions of secretaries of state and permanent secretaries, in addition to the review of the role of secretaries of state in the provinces were other promises made by the new head of state, who also said he would review the perks of public leaders and the state’s privatization program.
In his first presidential decree on Thursday, Daniel Chapo ordered the abolition of the Ministries of Economy and Finance, Transport and Communications, Culture and Tourism, Agriculture and Rural Development, Land and Environment, Sea, Inland Waters and Fisheries, Industry and Commerce, Labour and Social Security, Education and Human Development and Technology and Higher Education. Three secretariats of state were also abolished, namely, Youth and Employment, Sports and Higher Education.
In the same statement, the presidency indicated that the new head of State decided to create the Ministries of Finance, Economy, Agriculture, Environment and Fisheries, Transport and Logistics, Education and Culture, Labour, Gender and Social Action, Communications and Digital Transformation, Planning and Development and Youth and Sports.
The President of Mozambique on Saturday demanded a fight against corruption, with transparency and good governance, after swearing in the new executive, whom he asked to show integrity and creativity in solving the problems of Mozambicans.
“Corruption is a disease that corrodes the fabric of the state and the people, so we urge you to be at the forefront of combating the abusive use of public assets; ghost employees, sham competitions to favour friends, families and colleagues; cartels that enrich themselves at the expense of the people,” President Chapo said.
